The Twilight's Hammer serves the servants of the Old GOds and the Old Gods themselves, note the Cthulu of WoW, the big blob of flesh in Ahn'Qirja He is supposedly the begining of an old god's reincarnation.
Then the skeleton in Darkshore, that was an old god who got smited by a titan's blade at the end of a massive battle, the sword through his skull planting him deep in the world below.

I think what I am mulling over in my mind is this... The cult I plan to create will worship Neptulon and Neptulon alone. The reason for this is, they only want -HIM- in control of Azeroth. They wish to end The Twighlight's Hammer seeing as they wish to set chaos upon the world by unleashing an Elemental War.
This cult will be the true opposition of the Twighlights and all other Elemental Lords and Old Gods. And besides if Neptulon was at the bottom of The Great Sea all he would need to know is that there are a few upon ground that wish to aid his reign of water.
As they say... Water Beats Fire. Fire being Ragnaros, the only other Elemental Lord in this existence.

So instead of causing the apocalypse in the form of all-out destruction like the Twilight Cult, they're looking to drown all the land to cover the entirety of Azeroth in water in a 'waterworld-esque' apocalypse? That looks a lot like what the Naga are doing. I never did understand why Blizzard got rid of the idea to have Naga trying to melt Northrend in favor of yet more Vrykul. But I digress.
It sounds like a pretty interesting plan, but I'm not quite certain how they intend on succeeding. They'd have to break Neptulon free from the influence of the Old Gods and then directly oppose the Old Gods as a faction of their own. The elemental lords are powerful, but I'm relatively certain the Old Gods could banish them back to the elemental plane in the blink of an eye if they don't do as told.

What sounds likely, is that they're not seeing it as their task to enable Neptulon to invade the surface again, merely to help preparing for it. In their eyes, Neptulon will carry it out regardless of what they do, but by aiding him in what ways they can, he'll look benevolently upon them when deciding who dies and who will live in the New, Watery Wonderland with him.
The Real state of Neptulon is something I'd say would be far from Public Knowledge, or something anyone would know - And even if the Cult knows, it could all be explained away with some mystic jibberish, surely?

Eventually Hoggy. It will all be explained. I think it'd be fairly interesting to RP with. I am already getting a few people quite interested in this once it gets running. I can only hope that it goes the way I want it too. Muhaha! Huzzah for Evil Cults!
