Or rather, the patcher. No way, no how. Been doing this for ages and I have no clue how to fix it! I tried reinstalling the .dll in question, which didn't seem to work - it was already there in the first place.
I don't get it!

I know how to fix this problem. You have to download Comdlg32.ocx from the web and stick it in the same folder as the patcher. It's a result of using a 64-bit OS with a 32-bit program. Windows doesn't have the 32-bit version of the library this program calls.

While the patcher problem is still occurring and will probably never be resolved, Maarten was kind enough to give me their .exe, so all is well!

I had the problem as well. You have to put Comdlg32.ocx in your System32 folder, not the WoW one, then open the command prompt and register the file. That fixed it for me.
Just as a note in case anyone else is still having this problem.
