Yes, it's (finally) getting an official release on December 16th. A steam release no less, but you can already play it by going to their website and claiming a key.
Anybody who have played Just Cause 2 realizes how ridiculous the concept of Just Cause 2 multiplayer is, and you're right. There's no balance and no fairness, just complete and utter chaos.
I just played it for the first time and there were 658 players online. Yupp, 658 players in the world of Just Cause 2. Turn left and you see a helicopter dogfight, turn right and you see two jets colliding in the air, look up and you see a firefight between 30 people in a strip club... That's suspended in the air by two zeppelins. The stuff that's going on literally covers the entire map and it is -awesome.-
If you've got the game then give the multiplayer mod a shot, it's great fun. If you don't have Just Cause 2, consider buying it, it's a great game in both multi and single player.
