Certainly that possibility is there - and I acknowledged that - but I am, at the least, opposed to current human characters transforming into worgen. Unless that character had a reason to be exposed to the curse, I.E., he went north to investigate the worgen outbreak, it would be, in my opinion, a contrived coincidence.
Maybe I'm just bitter because of how people played worgen on live servers, but I see much more RP potential in the Gilneans' culture, history, etc. than I do in the worgen curse itself. I knew a few good role-players who turned their non-Gilnean humans into worgen after Cata, and not one of them accomplished much with that development. Their characters were just as they always had been, except that now they could turn into worgen.
On the other hand, the best worgen RP I saw had embraced the Gilnean aspects of worgen. I remember one character who was a proud, rigid Gilnean who struggled with an affliction that he was ashamed of - and with that, the character's RP was very emotionally powerful. Obviously that's just one character with his own personality, but nonetheless I find that far more interesting than a character who accidentally became a lycanthrope.
Of course, the quality of RP is much, much better than it is on a live server, but when Cataclysm comes, a lot of us will be playing worgen - and I'd hate it if half of these worgen were just random humans with bad luck. Just as we don't allow high elves, despite the few who still exist, I don't think we should allow existing characters to become worgen.

On the matter of existing characters, I'm of two minds. But I would leave that to the GMs/Admins.

Regardless of whether or not this goes through, I'm willing to gamble 80% of worgen characters will just be 'zomg now I can turn into a werewolf' and barely care about their affliction.
Hopefully people read this and attempt to spite me.

Bloody fair point, as much as I'd like to deny that it's likely. Messing around with their Twilight-werewolves, ruining it for the rest of us, way to go! Whoo~!

I personally think that it would be nice if the option remained open to make existing characters into Forsaken/Worgen permanently. Perhaps less plausible with the worgen, but the Forsaken are converting like every human they kill up North, so if one were to be slain up there. They're getting Scourged up and turned into the brainwashed soldiers of the Banshee Queen gracefully transformed into undead that are totally allowed to decide where their allegiance lay.

Now, I know this sounds kind of wrong at first glance, but perhaps we could have a trial run for existing characters-turned-worgen, come Cata? I mean, just as with any server restart, profiles are up in the air, and character retcons are all over the place, so why not give people pondering this change a month or so to try it out and see if there's good potential for developing their character with it? (It would also help to exhaust people who are, even subconsiously, it for a fad)
I mean, we've all dealt with various retcons. Someone made an orc warrior, then rerolled them as a hunter, 'cause it fit better. You make a character a gunsmith after realizing you can't carry a conversation about crossbows. Maybe you like a character idea but can't fit it to the racial lore, so they have a complete change in species. And I've never seen anyone complain around here when someone's changed a major character detail for the sake of story. And yes, turning Worgen or Forsaken is a big deal and could feel kind of hard to just retcon from existence, but I'd find it even worse if someone chose that change for their character, only to find themselves unable to take them further because of it. I think there's a lot of potential in the Worgen curse, Gilnean or no, and I think this could help absolve people of such concerns, should a one-time change policy be enacted.
And as for later changes, I think it should also be allowed, but should require an IC forum post. I'd also like to see an OoC "why I want this for my character" section in addition to that, but then again, I think understanding the OoC reasoning for anything helps in general.

I'm not sure if this was said before (I'm in a time crunch and can't read -everything) But why not just make other wargen special profials? I personally don't care about worgen at all, but thought I'd through that in there :P

Special Profiles are mostly for nobility, high military, specifically high form of rank in some form of major lore organization, possession of a large amount of IC funds, etc.
It's more status and money for Specials (this is the gist I get at least), less so for 'Your Worgen isn't from Gilneas so it has to be a Special.'
As for the one-time change idea. It seems nice, but I think I'd agree with Dae on this one. Perhaps have a one-time change, and if the player decides their character would not be fitting or particularly impacted for any form of character development, they can retcon the change and forsake the one-time change for that character, even if they should decide later they want it, it would be a little bit of a 'too bad, you didn't notice the good of it, maybe you shouldn't have given up so quickly?'
