Guild Issues!

So, I was trying to start a guild on one of my characters and found that, it wasn't working!

The guild charter the <Guild Masters> give me turn out to be Arena Team charters. Therefore, I cannot create any guilds!

Yes, I helped check it by running around to other guild masters. All of them give Arena Team Rosters.

Even the OOCC one? Spiky created a guild just fine about a week ago.
