I think there's superhero RP and commoner RP. (and mixed)
Which is not to say both can't be heroic. But "super-hero" characters know their crew or organisation have ressurections and massive heals at the ready, while commoners have to scrape out the gold neccesarry for healing out of their adventuring and the two gold to lose that scar may just never be worth it to them. The challenges are different.
But once you roll somone who can scry into minds, chuck massive icelances, summon demons or go head to head with uberbears and pure-death-wielders - understand that it will automatically pull you into super-hero land and thus into easy-heal land. You can't be on par with the big boys and also ask that contextually minor things are a problem to them.
On top of that, I sincerely believe a villain that has gone through elaborate RP and extensive plots and killed the good guy(s) once, twice, is then (and only then) perfectly legitimate in ICly taking the measures to insure no resssurection follows (containing/dispersitng/taking the remains - typically ashes, soul-stealing, etc.)
That said, yea, light fixes, nature grows - which to me means one is spiritual the other physical. So nature definetely knows what to grow.
With growing limbs with light, it's surely possible since it's included in harder ressurrections. The challenge of it, however, is double. It being healing according to spirit and NOT according to body, to me it means that the owner has to detect the scar/missing thing/etc as truly missing with a part of their soul. If they've become use to it to any degree, I'd argue the light can fix no more. Aditionally, it takes the biggest cabala of "superhero" priests, with at least one of them being super-specialised in healing doing the main work while powered by the others.

How I've always treated it is that if they're used to it (old wounds and such) the restored limb or organ will take some time to regain function--weeks, or even months before they learn to use it again and their mind becomes accustomed to it being there. There's also a factor of pain, both in the restoration and after.
For instance, I once RPed the regeneration of an eye lost several years ago. The healing itself reduced a hardened warrior to a blubbering mess, and the eye could not see anything more than a blur for weeks after the healing. During that time, it also caused splitting migraines, dizziness, and in general was quite uncomfortable--but it worked again, in time.

I'd all so add that I think all this should be twice as hard on Blood Elves since that there nature or light energy won't much enjoy the fel still creeping about their bodies.

Personally, I like lost limbs having long term repercussions. Seems like the only time people keep such injuries is to wear an eyepatch.

Just a tiny note. The tale of Vula'jin the Void explains how a Troll regrew practically his entire body(Just his upper torso, neck and head remained), after being immersed in a pool of Shadowflame.

On the note with fel in the Blood Elven body, I got to play with that during a Templar storyline, in which the characters were to get the aforementioned class's tattoos. We didn't do it with ink. Instead, they were a pattern of scars seared into their bodies by use of the Light. Extra-painful, because it was done on a Blood Elven body, and hurt for about two weeks. Naturally, the smell hinted to cooked elf.

There are many theories surrounding Zul'jin. Some say he simply didn't regrow his arm as a message, others say trolls can't literally regenerate limbs.
Then again, this is Zul'jin, a troll who supposedly was alive during the Troll Wars. Which was 2000 years ago, or whatever.
