Something I don't entirely understand

So, I'm still waiting for introduction approval, and I was reading the rules and wiki and what not, when a question popped into my head that I could not answer. I know a Peon may only level to 50, but when he/she is leveling, do they have to level IC? Or can he/she run off somewhere and level OOC? (Without interrupting any one else's RP, of course) (Obviously if I were grinding down wolves in Duskwood, and I was being a disturbance, I would probably apologize and leave without further disturbing IC).

You can level OOCly, just be mindful of those around and be sure not to interrupt RP.

Levels are not relevant to RP. You can be level 1 and RP in Northrend.

Ay. The .lo rp and .addrpitem commands get rid of restrictions. But the mobs are still to be worried about.
