There are some interesting places that are empty but couldn't be entirely lawless, or at least, it would have to be secretive. The place leading into Scholomance is an empty town, so is the ruins of the Scarlet Enclave, complete with buildings too.
Caer Darrow, is what it's called. It has a portal there, and it's cleared out from what I understand. It's a walled in city, ancient and in ruins.
I highly suggest we use this area, because it's already a city, and I believe no one RP there at all. Above anything, we already have a portal there.

And there's a giant school for Necromancers underneath. Makes perfect sense to move there.

We don't have to say it's Caer Darrow.. Besides, if we said it was, the people living there thought "Hey, empty city, awesome." And move in.

The thing is that you can already get to that place off the teleporter just by going to Scholomance as an instance. You should ask the GMs first, however, if you'd be allowed to rp in the city outside it.

Well, I think if would have to be much like the Heretics in the Scarlet Enclave. You can't be found, or you die. Period.

Scarlet Enclave would be trickier to get to OOCly, but ICly you can say that you sailed to the dock they have by the lighthouse.
Scarlet Enclave would require that you taxi the friend you want to rp with to Light's Hope so they can have a handy flightpoint. Then OOCly you'll have to run through Tyr's Hand.

^ Yeah, you can just use the OOC portal to Scholo, and bam, you're there. :3
There isn't many travelers that go to Caer Darrow, it's just the Scholomance bros that are an issue, but they mainly stick to themselves. /nod

That, and come Cataclysm they're going to the other, bigger city in WPL (Forgot name) and fighting. So, we all better have our asses out of there.

Scarlet Enclave is nice, but there's the giant problem of the FPs. So maybe there after Cataclysm. For now, Caer Darrow!

OK. SOOO. I looked into the matter of Caer Darrow in Cataclysm. Currently there's nothing there. However the ongoing cleansing mission going on may say otherwise. This is a problem due to Blizzard's LOVELY new way of phasing areas. It's also a solution if, basically, nobody does the quests. Voila.
It also allows people who want to RP there under different circumstances, if phasing does occur, to complete a quest of two, and the place is theirs. Also under much nicer conditions like, say, grass on the ground. Put some gas in the truck lads, I'm waiting to drive!

Well I think that phasing might not be the solution, also if you issue an order for nobody to do the quest, some people may not hear you or won't pay attention to the warning and end up crowding the area anyway. But you could just decide to have that area locked unless you take a portal there.
