There's not much that supports the "Two Magics" idea of Azeroth as presented there. This is mainly because Priests don't get magic from a god, they're actually closer to Psions, that is that their faith and mental fortitude warp the world rather than any directly divine ability.
On the topic of Arcane, yes and no. The Nether appears to be the most basic and primal source of the Arcane, and the Well of Eternity is a Titan construction made of pure magic that was forced into the planet in order to cause rapid evolution. It's still not part of Azeroth, but at the same time it's been made so that Azeroth can't go without ley-lines and the remains of the Well.
