No. It's actually a Closed usergroup now. You will automatically be added to the usergroup if all requirements have been met (at least a month on the server, active, approved profile, acceptable submitted questionnaire).

'lil question,ok so I have -not- been playing for a month,but I do apply for gruntship and etc,and it gets approved,when I complete one month will I get gruntship or will I have to re-make the questionaire?

Do not send in the questionnaire until all other requirements have been met. Otherwise, it will be denied.

I have the right about of time, been on the server for a few months, when I turned in the questionaire, it said it will be reviewed by the GMs if you have an approved introduction, mine was never approved, but i have approved character profiles, do you still approve intros?

The questionnaire actually mentions an approved profile, not an approved intro.
