Probably stupid question... But, I'll ask anyway!

Whenever I try to login, a message comes up saying, " Unable to Validate game version". So, does this mean the server isn't upgraded to the new patch release? Or, am I just doing something wrong?

You could just patch back down to 3.1.3.

Go to data folder and delete patch.mpq.
Than start repair.
You will get message saying that your game is heavily damaged and needs to be downgraded. Just click ok and it will start repairing. Once its done your game will be on 3.0.1 version. than just update it to 3.1.3
