Gnomish/Goblin Engineering Passive Spells

It seems that it's impossible to learn Gnomish or Goblin engineering, thus many of the items associated with them are unusable. Normally when a player has 200 proficiency in Engineering they get a quest that leads them on the way to becoming a Gnomish or Goblin engineer from an engineering trainer, however, these quests don't trigger. A simple solution I'm proposing would be to simply add in spell teaching items into the Oozeling for Goblin or Gnomish engineering.

I know Gnomish engineering works... But not in the way it should. For Alliance players, at least, you need to go to the engineering trainer in Stormwind who should give the Gnomish Engineering quest (he might give the Goblin one as well but I'm not sure). I would tell you whether or not the Horde one works... But I have no clue.
