Purpose for the character/NPC: To be an antagonist and ultimately to be defeated. Torr is meant to be a call-back to manipulative masterminded villains who strike the heroes not by attacking them directly, but by breaking their morale through tormenting the weak and innocent, including their loved ones. As a former soldier in the Burning Legion's army, he'd require a party to be faced, thus bringing back some elements of WoW-style combat without resorting to PVP.
