Unable to create Server Account: This email has an account already error

I've gone through the whole process up until the point of creating a server account, and whenever I try to register an account it keeps on saying that the E-mail I am using already has an account. I haven't made one yet, so to test if this was possibly a bug I tried different emails, all achieving the same result. If anyone knows how to fix this it would be greatly appreciated.

Yes, I keep on getting it saying that there is already an account for my e-mail.

It seems like it's returning the wrong error message. The real error is that you seemed to have logged onto HYENASKATE2 over the past day or so, and there's a block on creating accounts from the same IP (recently added). I'll need to fix that error message.
