Well I get on yesterday, and it seems the quest to become level 80 was not activated and I was wondering why. I had put out a ticket, but I had to get offline before I had gotten an answer. If I'm correct, it's because he went inactive for 4 months. Could it be given to him? ^^

Just to note, when your profile is approved (and assuming you're a grunt), the procedure is indeed to submit a ticket stating you've gotten your profile approved and need a bump up to 80. Check here!
