If I want to create a guild do I need to get it approved in the guild forums? Or is that just for publicizing guilds and recruiting?

The guild forums are basically for recruiting, publicity, organization, information, etc...

Anyone can make a guild, no approval needed! :D

Just another quick helpful tidbit. Unlike retail servers, you will need only one signature to create a guild -- your own! There's a guild master along the Horde ramp next to the trainers and Auction House in Warsong Gulch.

The Guild forms are just flash, you can simply purchase the Charter, fill out the name of the guild and return it to the Guild Master immediately.
