Something about a server ventrilo?

I was browsing the forums and I came across something about the adviser guy's ventrilo.. I didn't know if this was for the whole server where people could talk and stuff? If you could respond to me what this is or if I got it wrong its much appreciated. thanks :}

KretolVent! Last I heard, however, the ventrilo server was restricted to grunts+. I'm not sure if this has changed.
