True that peons aren't slaves, but more like hte low serfs of orc society. But, slavery still exists thanks mainly to the goblins, though it's completely underground, since all big nations/races of Azeroth are against it. Anyone unfortunate enough to be found unconscious by a group of underground traders is very likely to become a slave

I think this is more indicative of how Orcs treat each other in general, not so much how they treat peons in specific. Waking up a slacking worker with a good bonk on the head is just the Orcish way, Peon or not. Considering the Peons were shirking their work and taking a nap, I'm not sure this quest is a good indicator of how Orcs treat their own anyway.
