Its not open at all times, and Kretol does regular restarts. I experienced the same issue about a week ago and upon bringing it up in the testing thread, was offered a "No worries, its intentional." from the overlord. Ark seems pretty stable anyhow, so I wouldn't worry too much. If it persists, perhaps request a dedicated, "Client testing" time in the testing thread.
