I definitely have always liked the idea of having a bit more options when it comes to choosing what to play as, but I think there should still be limitations on any faction or race which plays a very large role in the world. (Eredar, Naaru, Scourge, Rick Astley)

And this also might be a nice opportunity to allow players to play half-breeds or other rarer races since there would only be so little of them. (Better if Grunts only get to make one.) :)

As for this idea. I would like for you & everyone else to consider:
(You may have already done so, but I'll list them anyways so others can ponder upon it.)

1.) The -players- who will be given such roles. I have seen way too many people who would write up extremely impressive applications so they may play such beings, but in the end are actually horrible with their newfound characters.

2.) The -activity- of said players on that character. I would be pretty angry too if a person gets a..say...Taunka approved and only logs on to it for a mere few days. Gets bored and rarely logs on to that character anymore, causing a "clog" in the line for others who would be faithful to their newfound characters.

If I had something unique I'd try to show it off as much as possible. Humbly. Modestly.

3.) The -population- of these special characters (as is with prestige classes). 20 Taunka and 5 everything else is not a good picture.

4.) The -roles- that these special characters play in the ecosystems. Humanoids like to travel if it's in their nature. But a 20 feet manbearpig in Stormwind is obviously not a good idea.

But, I love the idea.

But we must be vigilant in controlling this with great caution.
I'm in doubt on this one! As Azheron said, on paper it looks like a great idea. However, reading Kainue's post I also agree that we must be very cautious with this. Activity for one being a thing, it would be a shame to waste it on people who rarely log in afterwards. This can be due to many reasons off course, but still.

And I have something irking me regarding the "count on one / two hands" rarity. On one side, it preserves the balance and they don't grow common, on the other, it causes some uniqueness which we don't know whether (in my opinion off course) the player-base can handle it or not. The people who are able to get it will be thrilled, the people who won't will either act as a good sport or get upset about it. (Logical to be upset if you fall out of the price bucket for something you worked for.) ^.~ And then there's always the silent bits and pieces of dislike muttered here and there, which is mainly what worries me.

Now, I'm not paranoid but I've seen it around enough times. People who dislike something whether in real life or in a gaming community, and only utter it to the select few who they can trust or at least know who can keep their mouths shut. This causes for more "select" groups around, which I actually see frequently on CotH. People solely talking / greeting a certain person, standing in circles and ignoring the others about, stuff like that. Perhaps not harmful meant off course, but that's just the "vibe" I get at times. I'm just worried that by allowing a amount that is to be very rare, will only get interaction by her close friends, instead of the entire community. (You can't literally know the entire community, but holding one's arms open wide, spreads a whole other vibe then closing them shut.)

Perhaps this is solely my view on things, perhaps shared by others but I felt it had at least some contribution to the topic. This is naturally not aimed at anyone or any group in particular, I have without a doubt done the same at times but I felt it had to be brought up. For me the question is:

"Are we, as community capable of dealing with custom IDs without letting them tear us apart and stir up tons of unneeded drama?" And perhaps:
"Will we truly use these custom IDs as enhancement of our RPs, and not just for the uniqueness and show off's?"

I'm in doubt, yet that might be just me! ^.~
I think it's a fabulous idea. And you should know how strongly I feel about the opportunity to play one of these wonderful fellas:

Yes. Definately something I'd want to try to apply for myself with a character. The idea of people being able to play an actually interactive warlock pet can offer -such- an interesting result. My thoughts would be with a Fel Hunter. But I suppose the majority of people who -would- apply for a warlock pet would roll Succubus or something. Haha.

If this becomes possible, I should concider requesting either..

Sounds a good idea if a player has to apply to get access to it and you intend to limit the amounts of custom model characters running around, but what races can we be? A list of what we can be would be appreciated for planning. Personally, I hope we can be Kurenai :D
...I would personally prefer there not be a list. If you can strongly justify your character, and the GMs are okay with it, you can be whatever.

Of course, this is -all- in my opinion. So, take it as you would.
As much as I would love to play a new character. . . I have too many alts. But that does not mean I am against it! In fact I am for it! I would love to see the rare different race wandering around the world, it'd be pretty cool.
I'm all for at least trying this idea. If it doesn't work perfectly the first time, it can be changed. If it's a total disaster, it can be canceled.
I love this idea. In fact I already have an app for a pandaren in case something like this came around.
I like the idea, just as long as it's controlled to an extent.
This sounds awesome. I'm liking this idea a lot. I say: "Yes! Go for it!"
This could be a wonderful idea, and without going into detail to make me sound like an asshole...I will say.

I have seen plenty of times when people are given an inch of something and they take a mile. Which I think will be the big issue. If you let people play an Ogre, Eredar, or Scourge...Will they expect to be allowed to play murlocs and naga, or maybe even dragons? Then what would make -CotH- different from all the other servers?

Yeah, I guess I am always the downer on these things.

Seriously now. This does really sound likea good idea. :P Would give us some new smexy types of RP.

...I still want Murlocs, though. :<
