The thing Blizzard is doing with Goblin Shamans is explaining that somehow, Goblins are genetically prepositioned to want money, and lots of it. This is purely sociological, and can change with living in different areas. Goblins fighting specifically for the Horde could, in theory, learn Shaman magics for purely allowing their faction to excel on the battlefield.
Well I'm kind of interested in the topic, but the hilarious part is this, plot of the prelude to the cataclysm:

While Thrall seeks answers to what ails the confused elements, he also wrestles with the orcs' precarious future as his people face dwindling supplies and growing hostility with their night elf neighbors.

So basically shaman have to force the elements to bend to their will in cata...

I think shamans need to offer the Elementals more gold. Obviously the goblins have conquered the market.
