Conquest of the Horde

Is the warlock spell "Eye of Kilrogg" available? I'm wondering if there's some kind of bug because when I attempt to cast it I get a message saying "This spell is not available to you."

On this server, spells like eye of kilrogg can cause you to disconnect from the server.
